TIME SCAL PROMOTION/ UP-GRADATION PUNJAB GOVERNMENR BPS-20 OFFICERS

Directorate of Public Instructions (SE) Punjab has been issued Notification on the 27-01-2023 in connection with Time Scale Promotion / Personal Up-Gradation of Punjab Government BPS-20 Officers having stagnant posts. Details are as under:

Time Scale Promotion / Personal Up-Gradation Punjab BPS-20

Government of Punjab,  Finance Department issues, a letter dated 19-04-2019 and some other subsequent letters for the grant of Time Scale Promotion/ Personal  Up-gradation in the next Pay Scale to Officers of BS-16 and above. The Directorate of Public Instructions issued letters in this concern to solve the matter. The decision about the Time Scale Promotion/Personal Up-gradation of officers working on BS-20 is here.

Stagnant Posts in SED, Punjab:

Directorate of Public  Instructions submits that according to the Punjab School Education Department (School Education) Service Rules, 2014, which Service and General Administration Department (Regulations Wing) issues, the following posts are Stagnant Posts.

• Director Public Instructions, (SE/EE)
• Additional Director Public Instructions (SE/EE)
• Director in Directorate of Public Instructions (SE/EE),
• Principal GCET
• Principal Govt. Comp. School
• Principal Govt. Pilot Sec. School
• Principal of Higher Secondary School
• Other BS-20 Posts

There is no post in the upper tier of BS-20 in the Punjab School Education Department as per rules issued by the Regulation Wing of SED.

No Chance of Further Promotion:

The Directorate of Public Instructions states that there is no chance of Promotion for these officers. Mostly officers working in BS-20  who have rendered more than 25 years of service in BS-17.

Time Scale  Promotion/ Personal Up-gradation:

The Directorate of Public Instructions proposes that officers of the School Education Department working against stagnant posts in BS-20 may be allowed Time Scale Promotion/Personal Upgradation to BS-21 on completion of 20 years of service in BS-17 and above including 03 Years of service in BS-20. Further Officers Working against stagnant posts in BS-20 may also be allowed Time scale Promotion/ Personal Up-gradation to BS-22 on completion of 25 years of the service in BS-17 and above including 05 years of service in BS-20.
